How to grow cannabis in this situation from the beginning? What do you have to do? What is the process?
First, you have to be ready with passion. After that, form an enterprise group. It is still the same business process. There are now 2 types. In the new draft of the law, the person who grants permission is the provincial administrative organization president, if in the province, but in Bangkok, it is the governor of Bangkok. The officers will have a tracking system, which will be in the form of an application similar to Mor Prom. This may be cannabis ready, such as how many plants are planted in this household, how, where are the coordinates, what is the GPS, how many people need to use cannabis in this household, it will be consistent with the amount planted. It is not like if there are 5 people in the household registering and requesting permission to register 100 rai, this is probably not possible, it is probably not consistent. There will be a prohibition, which is that you cannot sell it, you cannot give it to your neighbors, you cannot do anything, you cannot take it to sell to restaurants, so you can use it in your household. It is considered according to the policy that says you can grow it if you want to, but it does not say that it is for the economy or for sellers, this is not true.
But if you sell, you have to ask your relatives at the Food and Drug Administration, which means you have to form a group like before, divided into two parts. One part is a juristic person. The juristic person can cooperate with the destination, which is a pharmaceutical factory. We cooperate. As for individuals, you have to cooperate like before, which is to make it an enterprise with 7 or more people or 7 or more families. It uses the same process. But after this, we, the president of the enterprise, or the authorized person, can use our own name to request. It doesn’t have to be a government official anymore. In the past, we had to cooperate with government officials. Even though we cooperated, we didn’t have to use the name of a government official. We can do it ourselves. It’s easier. We can operate the business and take responsibility ourselves. But only under cooperation. It’s a licensed enterprise. The operator is the president of the community enterprise. You can confirm it. It is an e-submission system, which means submitting it online. First, you have to apply for it. In which province are you located? Submit it in that province. Go to the provincial public health office where the cannabis plantation or community enterprise is located. It is a group of Consumer Protection and Public Health Pharmacy (CPP) at that provincial public health office. After submitting e-submission, what documents do we need to prepare before submitting? There are copies of the national ID card, house registration, copies of the national ID card, house registration of the president of the enterprise. Or if the president of the enterprise is not available, you have to prepare a copy of the authorized person. And the important stamp, the 30-baht stamp. You go and submit it first. Submit an application to open an ID, request a code, and then they will send a code to us according to the phone number. The ID password will be sent to the phone number that the president of the enterprise uses. After we open an ID as usual, they confirm it. The system can submit it. Second, the officer will grant the right to that enterprise. Because if the officer does not grant the right, the officer will not be able to see the information or see the request that we submit. We have opened the ID, it is not like we are done. We have to go and request the right to submit in the e-submission system for the officer to grant the data rights for us. After they have granted the right, we have to prepare a lot of documents. He also said that we have to submit it, we have to go in and read the details that the officer sent to us, what we have to submit, there are quite a lot. As for what documents, we have to go in and understand and study them, which will be in the details that the provincial public health office has attached for us to study. When it’s complete, the officer will check whether the documents we sent are correct or not. Including the various processes of the application that were submitted, do they meet the objectives? And what are the mistakes? After that, the officer will comment as a message telling us that this enterprise should fix this. What is complete, what is missing, what needs to be added? After that, the officer will return the application. We have to go into the system to check if the officer has pressed accept. When receiving, the officer presses the request back. What are the comments? There will be a back and forth like this. After that, if it is complete, the officer should schedule an inspection of the plantation. If there are still corrections, we submit it again. Make corrections until it is complete. That is, if our documents are not complete, the officer will not be able to inspect the plantation at all. If the documents are incomplete, another matter. If we go to the work site and are not ready, there are 2 steps: the documents are complete. The officer will print it out to appoint a committee to monitor and inspect the plantation at the provincial level. It is called the provincial narcotics committee, which consists of many sectors. After that, when the due date comes, we go to inspect. If there are comments, you must correct them within 3 days, 7 days, or whatever. If after the provincial committee has inspected and passed, it is submitted to the plantation subcommittee. Then, it will be the next step. That is the new process. It is considered that instead of submitting to the Food and Drug Administration, which requires us to come to Nonthaburi Province, which may not be very convenient.
